What are the penalties if someone has two social security numbers to help with credit issues?

I am not positive and don't have proof, but I believe someone I know is using two different social security numbers. She checks both numbers to see which one has the better credit rating and then uses that number to apply for credit, etc. This sounds illegal to me, does anyone know what the penalties are for doing this?What are the penalties if someone has two social security numbers to help with credit issues?

It could be identity theft as well, which carries hefty penalties.
report her ***. shady people are the ones who make life so hard for honest, hardworking people.
Is she married? Could the numbers be her and her husband's?
if its not legal prison time lng hard time no oe can have two as far asi know only one
