How are the building numbers chosen in Manhattan (NYC)?

Sounds silly but I was thinking: In many other towns I see alot of fractional building numbers (like 555 1/2) but I have never seen that in Manhattan. In general, what is the scheme for naming numbers? Is it like a set of numbers is reserved per block? How about if that set is used up? Are they fractional building numbers in Manhattan? How are the building numbers chosen in Manhattan (NYC)?
The streets have blocks with Fifth Avenue dividing East and West. 5th Ave. to 6th Ave. is 0-99, 6th Ave to 7th Ave is 100-199, etc.

The avenues and Broadway are numbered sequentially starting at the southernmost point on the avenue starting at 1. Most NYC tourbooks have a chart to show how to estimate the closest street by the building number. Each avenue has a different formula. How are the building numbers chosen in Manhattan (NYC)?
The numbers are sequentially based.

Going East/West the numbers start at 5th Avenue. So going East from 5th Avenue the numbers will get higher and going west they will get higher. In this way you can find 125 East 77th Street as well as 125 West 77th Street.

Going North/South - the numbers start at the southernmost end of the Avenue (because that is where the city started!) and then get higher from there. So 21 Broadway will be all the way downtown and 1775 Broadway is at 57th Street.

You do occassionaly find fractional numbers on some of the side streets. I've seen that in some townhouses that have two doors to the same building.

Hope that makes sense!
